If I remember correctly he already has obtained planning permission to convert 1st and 2nd floor into three apartments and has another application in to convert the ground floor into two shops.

So the Sec of State issued a holding direction late yesterday afternoon meaning the plan could not be adopted. Must say I do agree with EHDC that it was rather late in the day to notify it of the decision.

Couldn't agree more with your summary. Unfortunately, East Herts needs an approved plan to be able control building and also has to meet the numbers imposed on it by government.
