Looking at the planned roadworks on this site: http://hertfordshire.roadworks.org it looks like this is scheduled for the end of November.

At the time, there was a debate about how far TfL should go. Our argument is that these are London commuters and why would we not do that?
With that logic they could take over the Hertford loop of the Great Northern line too. Little chance of that I expect, though.

Indeed it is far preferable that dog owners use their bins at home, rather than having a proliferation of unpleasant dog waste bins across the area.
