He would more than probably refer you to HCCs LTP4 (transport consultation) which complains of too many people driving between Hertford and Stevenage when there is a very good rail link (for now anyway).

I believe it all feeds into LTP4 (HCC Transport Plan) which is currently out for consultation and will impact on all road users

We are a county town with narrow roads and even narrower pavements so either cycles share the road with other wheeled vehicles or they dominate pedestrians - for me its the former.

The proposal was to remove the brown bin (unless you paid the annual charge)and you would be provided with two caddies - a small one for in-house use and a 3ltr one for curb-side collections, and these would take your food waste only.
