I'd be most surprised if the Lea flooded all the way up to Hertford - or that far up at all to be honest. I took flood precautions a few years ago and brought a house on a hill. This Thames flood alert is going to get worse for Hertford. If the Thames breaches (which it has) it will only go one way - The Lea.
