There are currently 6 trains between 7 and 8. The 713, 720, 728, 734, 746 and 751. I also wouldn't say semi fast services are being reduced - they've been removed completely (which is my biggest issue with the new timetable).

The only one they've not updated to "reflect reality" is the running time between old street and moorgate. I wonder why that could be...

On the app it says they don't know how engineering work is going to affect the timetable but otherwise seems to be final (though I agree they don't have a clue...!) I don't understand how they've binned all the fast trains that were in the last stage of the consultation. All they talk about now is frequency but they don't mention that what was three years ago a 42 minute journey (or 45/46 minutes now) is now 52 minutes...

I think a car club would be really good in Hertford. We used to use streetcar in London and we'd have found it quite useful as an occasional second car as opposed to having to hire from somewhere either inconvenient or with not great opening hours. I guess it depends when you're travelling. As far as I can see all but one of the existing fastest journeys departing Hertford North between 6am and 8:30am will have increased journey times on the new timetable. GTR have started consulting on next year's timetable. I found it by accident as I hadn't noticed anything in the station (though I haven't been looking that hard so there may be posters up).
