Before raiding a place, the Police require a warrant granted by the local Magistrates. The warrants are not granted easily and the Police have to give the Magistrates some good reasoning as to why they believe illegal immigrants are employed / residing there. If the Police have that amount of information, then it beggars belief that the owners of the business don't know they are employing illegals. But for some, being found out and fined is worth the risk as it is the illegals that are carted away - not the restaurant owner.
