London suburban metro consultation

Only noticed this (now closed) consultation because of a story in the Guardian today about commuting into London - it's about TFL taking over various commuter lines into London when the franchises expire. It's not exactly wildly ambitious for the Moorgate / Hertford North line (station deep cleans!?) but if they can increase the frequency of services and reduce some delays it'd be good.
