Streetlights not turned off for WWI commemoration

Are people seriously suggesting that the entire county's streetlamps should have been turned off at 10pm?

I thought the whole idea was for individuals and families to reflect on the war by switching off their own house lights and not for the whole country to be plunged into darkness. Its not quite so easy to switch off thousands of street lights and could prove quite hazardous.
