Here in the NW of Spain in the 3 main car parks that I use in the city of La Coruña all have "ANPR" cameras.
Basically when you pull up the camera takes a photo of the number plate, prints it on the ticket and stores it on the magnetic strip on the back.
You go off and do what you have to do then when you come back and are ready to pay you go to the machine and pay. They charge to the minute so you pay for the time you are actually there, though it does cause odd amounts my last being 4€37cents. Then jump in your car and you have 5/10 minutes to go out (depending on the size of car park. You then insert the ticket in the exit barrier and a second camera compares your number plate & payment details on the ticket. And that's it. Also the first 20 mins are free
And people say that Spain is technologically slow
we had these for the past 6 years
