Can anyone explain to me why County Hall should continue to be floodlit (at some expense, surely?) while much of Hertford continues to be plunged into darkness at the stroke of midnight

Maybe some of them work really, really late? Heh. I agree though, I can see it from the stairs window, I hate light pollution as someone that enjoys wide-field astrophotography.
