I think some of the difficulties are 1. It will be included in EHDC District Plan as an employment site; 2. No matter what you do - refurbish it for employment or convert it into accommodation - cost,especially when you consider where it is located and, as it is listed, it possibly means many hoops ...

I see Historic England says: "There is no direct legal obligation on the owner of a heritage asset to carry out repairs. However, local and central government may force repairs to be carried out by using an urgent works notice on a listed building not in use, or to a part not in use, where the works...

He would more than probably refer you to HCCs LTP4 (transport consultation) which complains of too many people driving between Hertford and Stevenage when there is a very good rail link (for now anyway).
