The data is for all Hertfordshire, but just looking locally I believe a bypass will solve nothing - that's how Gascoyne Way came about, destroying the history for the sake of the car. A District Plan (which we now have) to control speculative building and demanding infrastructure is in place before builds start, better use of traffic control measures, and a proactive Highways Authority who gets around the local communities rather than undertaking planning from a map. (These views are, of course, purely personal).
