What do you think about the quality and pace of housing development in Hertford?

To my mind this should be two planning applications, not all rolled in to one.

It refers to two non-contiguous sites and two different application types - one for full planning permission and one for outline planning permission.

A cynic might suggest the developer is trying to play the system. Furthermore, the developer appears to be largely responsible for the Masterplan for the area, which potentially undermines the District Council's powers in determining the application.

HCC Highways Obstruct Riverside Homes Plan. In a letter to planning officers, the County Council Highways Authority wrote "The site and wider highway works proposed do not make sufficient provision for residents and visitors to travel to and from it sustainably and safely".

The letter continues: "this is a sensitive part of the [road] network, already at full capacity during peak hours, and any proposed development in the vicinity must demonstrate that it provides appropriate mitigation measures arising from its traffic."

Gas Works plans set to be rejected. Plans for 375 homes on the former gas works in Marshgate Drive have been recommended for refusal by the district council's planning department.
The DP says 200 homes. The Masterplan drawn up by St Williams Homes and accepted by EHDC says 200 homes. Then St Williams Homes put in a planning application for 375 homes.
