Hi, does anyone know whats going on here?

They seem to be digging a massive trench all the way around the building? Underpinning? Pretty serious! There's even a digger *inside* Or moving the whole thing in one piece somewhere else?

There was a planning application to turn it in to flats. The buiding isn't listed. Only the original 1930s block to the right is listed (the "Mercury building" was a 1950s addition).
