What is a Car Club - some sort of parking space share scheme - or don’t we ever talk about Car Club?

One of the planning conditions of building Elder Court on Mead Lane was that a Car Club would compensate for the lack of sufficient car parking. Once the development was completed, they reneged on that agreement claiming that it wasn't cost effective, which led to the parking problems that now plague the area. What are the odds that it will happen here too?

I think a car club would be really good in Hertford. We used to use streetcar in London and we'd have found it quite useful as an occasional second car as opposed to having to hire from somewhere either inconvenient or with not great opening hours. We're also thinking about trying to encourage it in the Bengeo Neighbourhood plan so it is interesting to see it proposed for bircherley green.

How ironic that Cllr Michael Freeman said the plans should go ahead to save the site from "languishing in its current 1970s state, reminiscent of a couple of new towns not a million miles away" yet they agree to build something that looks exactly like the waterfront development in Harlow.
Its a real shame they couldn't have imposed a more traditional design brief in keeping with the town rather than the ubiquitous Westfield style
