litter
When you have a look at the litter on the street its 80% carryout packaging-what about having a 'carry out tax'. The tax could then pay for overtime to street cleaners. I'd also like to suggest a 'Hertford Spring Clean', lets pick up the worst of it whilst we can see it in the undergrowth etc.

street cleaners? Does Hertford have such a thing? I complained to East Herts council about the state of litter in the Campfield Road estate early last year. Fair play to them, the guy rang me a few days later to say he'd been down to take a look and would send people down to sort it out. It was back a few weeks later and it's been there ever since, so it looks like the only way to get it cleared is complaining about it.
