Lower Bengeo Rat Run - Problem solved!
If the residents of Lower Bengeo were to abide by rule 218 of the Highway Code, no one in their right mind would want to even consider Lower Bengeo for a short cut.

They certainly wouldn't, but I feel the potential for contradiction with rule 217, sub-point 2, is a recipe for disaster [:)]

But rule 217, sub point 10... means that lower bengo residents will need to park their cars elsewhere :-D
