Parking bay outside Lloyds

Hi, Am I right in saying that you are allowed to park in the bay with double yellow lines outside the cash machines at Lloyds? Think this may have been covered before but not sure?? If you can park here, anyone any idea who says you can? Does the council acknowledge that the yellow lines are incorrect/placed in a parking bay which appears to be for the purpose of parking!!? Thanks

No, you're not allowed to park there. Double yellow lines = no parking at any time.
