Problems on Hertford Loop

Line problem at Brookmans Park.
Train services between Stevenage and Alexandra Palace have been disrupted due to a fatality at Brookmans Park.
Short notice alterations, cancellations and delays of up to 60 minutes may still occur.

where is Brookmans Park? Definitely not on teh Hertford Loop. No doubt it's on teh Welwyn line and yet again, Hertford suffers so everyone else can get home on time

No it's on the main line, but as you said they do divert the trains through the Hertford Loop.

The other problem is that the muppet that designed the timetable for the stopping trains decided that the trans go Welwyn --> Moorgate --> Hertford --> and so on so if there is a problem on the stopping line from Welwyn then it is the trains to Hertford that suffer.

Not quite, Avery. The East Coast Main Line runs from Kings Cross via Finsbury Park, Potters Bar, Stevenage and Peterborough to all the places where people talk funny. The stops are limited, generally those just mentioned.
There is also a suburban commuter service which services all the stations from Kings Cross / Moorgate to Stevenage via Hatfield.
The East Coast Main Line and suburban commuter services run on different sets of tracks.
What tends to happen is that one of the trains on the East Coast Main Line pulls down the overhead power cables bringing the line to a standstill.
The passengers on the East Coast Main Line are deemed far more important than those that use the Hertford Loop (Alexandra Palace to Stevenage via Hertford North) and the big trains are re-directed via the Hertford Loop until the problem is resolved.
