Have you seen how may drivers use mobile phones??
Even though there’s (allegedly) a £1000 fine just how many drivers have you seen using those infernal mobile phones whilst driving??? I have one (quite a nice one really) but is there REALLY a need to use them when you’re driving???? You’re at the most risk when idiots try to turn corners and change gears* AND hold one to their ears!
* No less risky if you drive an automatic, so there!

Wrong forum and sort of off topic too I'm afraid. Whilst I agree with your sentiments entirely, its not exactly an issue exclusive to Hertford.
