Hertford East Parking Zone and Newland Gardens

Had a letter through the door yesterday inviting me to attend an exhibition later on this month for the plans to introduce a CPZ around Hertford East and part of Ware Road. With the 400 plus houses in the industrial area, I suspect parking is going to be at a premium.

YES - and guess what? They won't be able to park at Tooth Brush Towers! First we had all the cars belonging to The Mercury parking here on this private estate - the upkeep for which we pay a hefty annual fee. Eventually these cars moved into the Focus/Matalan car park (ignoring the fact that there is a car park in Baker Street, but you have to pay there). Allegedly, Focus/Matalan are about to take measure to prevent their car park being used by commuters and others who could pay to park elsewhere. Subsequently, Tooth Brush Towers has also taken steps to stop the estate being clogged up with non-residents cars which have been damaging the pavements, damaging the grass and preventing those who actually live here from being able to park here. These measures should be in place in a couple of weeks time. No doubt there's going to be an awful lot of people faced with the option of finally having to pay to park. About time too. [:(!]

Hey FW, when i came to TBT i had no trouble atall parking, I was then able to take a leisurly stroll in town, and also realised that i was probably parked far enough away from the spying eyes to have a few swift pints and still safely drive home! I think that really is value for money!

I'm sure you wouldn't want to see your shiny BMW/Focus wearing a hefty lump of bright yellow metal round its front alloys, or catch a fleeting glimpse of it on the back of a low loader as its being taken to a car pound somewhere in the badlands of Sarf London... I hope you realise that i have had to break my televisual entertainment (recorded x factor!) to join you in this, the most heated of debates! however moving on to the point in hand (ooer!) I feel that you may have taken my posting the wrong way, you see i have a friend that lives in TBT aswell, and he said to me that i could come park there anytime i felt i needed to evade capture under our ludicrous drink drive laws!

As it stands this is fine, but soon (very soon by all accounts) you will need a visitors permit or you will be ticketed or clamped. There is to be a private company employed by the Management Company - and I guess they will want/need to make a profit from their 'work'. You heard it here first!

I am presently in training for the World Championship Speed Herring Gutting and Salting Competition, so I'm typing this with mucky fingers...... Yes indeed there are some visitors parking spaces at TBT, but within the next couple of weeks even the visitors will need permits to use these. So, all those people who presently abuse this private facility are soon to have a rude awakening. As this is an entirely private estate, I don't think Highways and Byeways are involved at all. So MM, make the most of your little friend's hospitality at TBT while you can! [:D]

Oh do excuse me please - were you at the recent residents association meeting on 28 September? Have you had conversations with the caretaker and Secretary of the Residents Association over the past 3 months regarding parking? Better still - do you live here or are you just parking? For your information 007, Newland Gardens IS private and has always been a private estate since it opened in 2002, which is precisely when we moved here. As with all new estates, there is a proprotion which is affordable housing which forms no part of the private facility, the entrance and roadway to the affordable housing area IS private. The residents in the private estate area pay approximately £1600 per household per annum in addition to council tax. This money is used for the upkeep of the landscaping, water feature, gym, lighting, secure parking (flats) etc. It is also used for the upkeep and maintenance of the thoroughfares which have been abused on an unrelenting basis by non-residents and some residents alike. The parking restrictions aim to stop the use of the estate by non-residents and to also stop those residents who think nothing of parking wheresoever their vehicles stop. It will also stop the inconsideration of residents who think it is acceptable to park all 4 wheels on the pavements. The fact that you might drive in here every day does not alter the status of the place and I suggest you should contact Milton Residents Association via the Management Agents Peverel if you require more information regarding the impending parking restrictions. I also suggest that you observe the recently erected signpost at the bottom end of the water gardens which clearly states that this is a private estate for residents only. Who's a fool now then? As this is private facility, we have every right to employ a private company to maintain the parking policy. Peverels can be contacted on 01582.393700

A few weeks ago I had to deliver some papers to a resident of TBT. This involved me driving onto the estate, parking my car, locking it and going to the front door of the resident. I rang the bell and, a few moments later, the resident opened the door. I explained why I was there and handed over the papers. All very chummy. I was invited in for a cuppa but had to go somewhere else so I declined. Now, I don't like the idea of breaking any parking regulations but what am I to do if I want to pop ad hoc into the private estate and deliver something? I'm not a commercial delivery person and drive my own car. It seems really over the top for me to park in London Road carpark or somewhere to do this.

It clearly shows the Peverel logo in the top right corner, and is in addition to the sign on the wall on the right hand side at the entrance to this private estate, and the smaller sign on a post on the left hand side at the entrance. I think this may help to dispel any illsuions that anyone is under regarding the legitamacy and legality of Newland Gardens aka Tooth Brush Towers being a PRIVATE estate. As parking restrictions are about to be introduced, the Management Company is duty bound to erect signs and warnings as well as informing residents by letter of the date when potential fines will be issued. These restrictions will apply to anyone, be they resident or otherwise, who is not displaying a residents or authorised visitors permit. I hope this informations helps to clarify this matter.

Then what you need to do first on arriving at Newland Gardens, is go straight to the caretaker's office (situated in the residents' gym) and inform him what you're doing and you will be issued with a temporary permit valid for that day and your vehicle only. No problem at all. If you were delivering in town or Central London, you wouldn't be able to park ad hoc for a couple of hours whilst you had a cup of tea and chat, so why should it be different here?

That's fine. I'd be happy to do that. Are there any signs directing me to the caretaker's office? I suppose that I've just got a view that a housing estate is different from the centre of a town or a city. I know I've probably got to pay to park there. I can see how residents get fed up with folk parking all day outside their property; I've never lived anywhere where that is a problem.

I'll carry on parking there as a visitor when I go to see my friends. Is it not an adopted highway anyway?

Residents parking is not a new concept, it may be newish to Hertford, but it is just a sign of the times. However, try parking in the road next to Hanscomb House Surgery near the Ebe flats and see how long it takes to get clamped. I assure you it won't take long and that's an adopted road too. Anyhow, as you previously said that you drive into Newland Gardens every day it is worth noting that very soon in order to park in a visitors space, your 'friends' will need to let you have their visitors permit. If you don't display one, you will get a ticket and a fine to pay. Newland Gardens is simply private property. Have you ever tried to park outside a 'friends' house in Kensington/Richmond/Canonbury etc? You won't even get a visitors permit there - and they are adopted roads. It is simply not part of the issue at hand here and I think you have missed the point entirely. Would you leave your car at the houses and flats at Bridges Court and expect not to get clamped/fined? Or perhaps the estate on the back of the Thai restaurant (the old Three Tuns)? Perchance, you may like someone parking outside your house and walking to the shops/station when you come home with a car full of shopping? I think not. When you pay for a private estate, with a private company charging for its upkeep, I think it is fair that it is kept for residents. Enjoy the visitors spaces for now, but don't expect them to last!

Ah that big one. Sorry. The car parking restrictions being discussed appear to be legitimate though. 'Private Parking, Residents Only' signs are everwhere. I walked to work (Fore Street) today and there are similar signs all over Bluecoats. No one minds that Tesco's has a restrictive parking policy - and the same will come to Focus/Matalan/Cannon's. When it does the Mercury staff and those parking and walking to Hertford East station will have to find somewhere else to park - 'cos it ain't gonna be on Newland Gardens. However if you are legitimately visiting or carrying out a job, you will be issued with a pass. Simple. I know it will upset some people, but not as much as getting a fine or clamped will if they decide to ignore it.

I think that would generally be viewed as unconstitutional. NATO also may have an argument against this. Perhaps just a sign saying 'please put all doggy do do in the skip provided' would suffice ? It's far less threatening...

Unfortunately, due to it having been there since it was very hot and a certain bunch of cretins where attempting to play football on the world stage, the afformentioned skip has been removed, so no bugger it, NATO (and HATO) can do there worst, Land Mines it is!!...BTW what happens if i have to have a private out of hours meeting with my Mortgage Advisor, do i need a permit, or just a sign in my car saying "clamp this car and see what happens to your house!!"

The private parking company has now been appointed by the agents for Newland Gardens and tickets will be issued if a vehicle is parked on Newland Gardens without a valid permit as from 15th NOVEMBER. Also anyone, even residents, not parking 'properly' (on the pavements, not inside a bay etc)and even if they have a valid permit will be ticketed under the new regeme. If you live at Newland Gardens and have not received your letter and permits yet, you will be getting them soon - if you are a tennant, your landlord should provide you with the permits. The parking company will earn their income through ticketing and the residents will not pay anything toward the upkeep. I suggest that they will want to make a nice profit and will be 'keen' on issuing tickets. All should be very aware!! In the words of The Kaiser Chiefs, 'I predict a riot!'

Joy oh joy... Will this lead to more cars parked in Park Road? We have just got our double yellow lines at the London Road junction and this is having a knock on effect with cars double parking along the road. I just hope that the new regime does not lead to the road getting blocked!! Delivery vehicles and the dust carts already have problems. Mind you, it would also mean that the side access to Newland Gardens would be blocked. Might stop people driving too fast along Park Road in the first place - with every cloud, etc etc.

About time too!!. Parking is an issue these days and don’t we know it, but anyone who pays a considerable sum to be able to park outside or very near their home doesn’t need to have ineligible motorists abusing the system and virtually sticking 2 fingers up at them. Cars clamped or drivers fined? Crush them! …..well, the cars anyway, still deciding on the ideal fate for the miscreants. This is akin to having off street parking and then discovering someone’s parked right across your bay “cos there’s nowhere else to park” as if that’s some sort of justification. You can of course call the constabulary and report the offending vehicle. BTW it also means you can’t park across your own bay! I have that on the very best authority from the gentlemen with blue lights on their vehicles…. I’d allow for a neighbour in desperation knocking on the door and politely asking for permission to leave their car there overnight - I’m not all heartless on this issue, but as for Newland Gardens all I can say is: “Hurry it up! Residents have had the micky taken out of them for long enough. [:(!]

SMT - I'm not quite sure why you think the parking restrictions at Newland Gardens will have an effect on Park Road as I feel sure that no-one who currently abuses this estate would choose to drive past 2 car parks, up London Road then around to Park Road, merely to save a bit of money, then have further to walk back into town or wherever it is that these people drift off to, but then people happily waste petrol to save on parking charges! There is presently a steep stairway from Wisdom Drive which ends somewhere near to Matalans, but its existence is in question as I believe it was installed by the builders during the course of building the new houses in Wisdom Drive. The Residents' Association here was investigating having it removed. The restrictions that come into place at Newland Gardens on 15 November are to prevent cars from parking who have no right to be here as it is a private estate. There is no side entrance to Newland Gardens at all and never has been. The only entrance/exit is on the Ware Road. The new houses in Wisdom Drive at the end of Park Road form a small private development that has never been any part of Newland Gardens, nor is there any vehicular access from Wisdom Drive. I have been informed by a work colleague who lives on Wisdom Drive that each house has a garage and driveway, plus there is some additional parking for visitors etc. Unfortunately, whatever problems you may be experiencing from these houses and any knock-on effects may not be due to Newland Gardens at all. It's a shame that the drivers who are causing the problems for you and us can't use the car parks in London Road and Baker Street.

I think you'll be surprised!! Park Road gets packed with commuters and I see people racing along Park Road to get round to Newlands, and this is while the London Road car park still has spaces. Any restrictions in one place will push those looking for parking spaces somewhere else. I have every sympathy with the Newlands residents, especially as I used to live in a block of flats with residents parking; I can imagine your frustration and hope that the new system improves the parking. Perhaps didn't explain myself very well. There is so much pressure on parking in Hertford and obviously if people can save money they will. I've been amazed at some of the mad parking that has occured in Park Road since the new lines went in. We moved house and one of the big attractions was a drive and I often have difficulty getting my car off the drive - and not because I'm a rubbish driver [;)] I also get confused as having walked through the side entrance and in Newlands they seemed one and the same to me!

SMT - I hope this information will be of use to you. The stairway has been a contentious issue for some time as it does not appear on ordnance survey maps and we had hoped to be able to have it removed, but this is not now the case. I understand from a resident of Wisdom Drive that there is a parking area in Park Road that has a sign stating that it is for Park Road Residents only. May I suggest if this is a piece of private land, why not contact the parking company that Newland is employing, and ask them to to control this area too? They are self-funding and will not cost the residents anything. I do not have their number to hand, but suggest you contact Dean Rochester at Peverel OM Ltd on 01582 393700 for detailsr. With regard to Newland residents who are causing parking problems in Park Road - apparently the tenants and residents of the afforable housing area of the estate (flats and houses next to Matalan/Focus car park) all have allocated parking: the houses can park one car on their driveways, and the flats all have underground car parking allocation for one car per flat. Riversmead Housing Association can provide each resident in the flats with a fob to operate the security gate at a cost of £40 each. Unfortunately, many of the residents will not pay for the fobs - so park elsewhere. As far as I am aware none of these flats and houses will be getting residents and visitors parking permits, which will mean they will be fined if they park elsewhere on the estate. Surely a one-off payment of £40 is preferable to £60 a time for a fine! Perhaps this is reason enough to contact the Parking Company, or speak to Riversmead Housing Association on Ware Road about the fobs. I hope this information helps solve the problem. Good luck

The Park Road car parking problems are caused mostly by workers who create traffic jams at 9 and 5 trying to get in and out - not residents of Newland Gardens or Wisdom Drive who have their own parking arrangements. The number of cars parking on this road increased dramatically when the car park fee system changed and people could no longer buy season tickets. The road is very narrow and parking on both sides means that we don't get deliveries or dustbin collections because the large vehicles can't get past - though to be honest, it's sometimes a struggle even with an average size car. The perceived connection with parking restrictions in Newland Gardens wasn't that their residents would now park on Park Rd and walk through but that the commuters who were displaced would try Park Road for their free parking. Good luck with the NG parking restrictions but the cars will have to go somewhere and East Herts needs to look at why people are no longer going to public car parks.

Alot of the problems discussed here could be simply resolved if Network Rail and East Herts Council provided adequate parking at reasonable rates. It is their failure that is forcing residents to either endure challenging conditions or impose their own parking regulations. I think it's unfortunate that residents around Hertford East face the prospect of having to pay for parking permits to address a problem for which EHDC and The Railway are responsible.

On page 11 of the Mercury there's an interview with Mr David Yates of Lifestyle Mortgages concerning the ticketing of drivers not displaying valid permits from the 15th November. I understand this will include residents as well. Due to Mothers mobility problems we have a blue badge which helps in most parking situations but of course would not apply on private car parking arrangements.

If successful, it would be helpful to have a simmilar methodolody around both train stations. And yes, something to be done with the parking charges at the tiny car parks at each station! Hertford North parking: £3.90 per day. I was stunned! Thank god on that occasion I could put it on expenses. I'm not surprised people park elsewhere - even if it does mean mayhem for those that live in the areas. I think it's fairly evident that the driver's only care for their own convenience, be it financial or leg work.

Well - the warning signs went up at the weekend which really can't be missed. The past few days have seen considerably less cars in Newland Gardens - round the water feature, parked at the kerbside etc., which might indicate that they were from outside e.g. the station, the Mercury, shoppers etc. There have been complaints from some residents who want as many visitors permits as they can get. What the forget is that when you purchase/rent a property on this estate, you sign on the bottom line to say that along with all the other dos and don'ts, wills and won'ts - you get ONE allocated parking space with your number on it (if you live in the flats) and the town houses have a garage each plus a driveway. Therefore, it is unfortunate if some people have more than one car, but that's the way it is. Likewise, it is unfortunate if you cannot use all the facilities e.g. the gym or if you choose not to use them. The gym and its charge is part of the package. I noticed one car at 2.30pm today with a ticket - parked by the kerb near the water feature. A nice surprise for the owner, but it is parked underneath a warning sign! Everyone has had a letter from Peveral informing them of the new parking restrictions - likewise everyone has had a letter this week informing them of the restrictions around pets on the estate, especially dogs which are allowed to off-lead all over the communal areas, merrily scattering their scat that is left in place by the owners! I think there will be lots of complaints in the coming weeks until everyone gets used to the idea.

I'm assuming its just a ticket at this stage and not the dreaded wheel clamps?
As far as we are aware wheel clamps will not be used, but fines will be pursued. [:)]

Looks like the feared knock-on effect is happening in Park Rd. I just tried to get home to find that two cars have parked opposite each other and no-one can get by! Thanks - red Rover 100 and red Peugeot 106. The bin men have put little leaflets on them to say that they have been unable to collect bins because of their inconsiderate parking, though they won't care about that. The good news is that the police have also been along and stuck what looks like parking offence notices on them. Anyone wanting to get home to the top of Park Road or Wisdom Drive had better wait until after 5.00 when these two will hopefully have left. Don't know how long we will have to wait for the bins to be emptied now though....

Start up an informal Local Residents Association whereby people who live there (or on any affected street) create special "licences" to display in their cars.

Interesting - but how can it work if it is a public road with no parking restrictions? We are just relying on common sense at the moment though and not getting anywhere. Really and truly, we ought to be included in the Hertford East Controlled Parking Zone but I would hate to go down that route having suffered all of it's inconvenience when I lived in London in a faraway life

Confront the indviduals, it does work. You would be amazed at the amount of people that park across peoples drive ways opposite the co-op in Bengeo, just because they are only going to be 5 minutes.

....or on the pavement, so close to my front gate that I had to climb over the side wall to get out of my front garden! I guess we've all got problems with daft motorists, wherever we live. [:(]

...or park across the pavement blocking in the cars in the Co-op car park in Bengeo, just because they're going to be '5-minutes', even when you're just walking out of the door back to your car. This is so infuriating and happens an awful lot!
