wow. Clearly installing parking machines is the market to be in if you want to be a millionaire in a year!

I am confused now. I was reliably informed in our local paper that from the Council itself that paying the salaries of Traffic Wardens and all the admin with the parking fines/reimbursements was meaning the Council were allegedly losing money with the scheme! This is why pay on exit was always the preferred choice of parking scheme! It saved the council money to run!!!! Oh, looks like the Council have opened up a can of worms here now.. Light touch paper stand well back.. Steve in Admin, am I right, there was information regarding the additional costs of employing Traffic Wardens and the administration of the fine scheme?

I think I am correct but income from fines for non display of tickets/overstaying/abuse of bay is part of the council revenue and goes in the general pot. Income from fines generated from on-street parking has to be re-invested in transport schemes - not necessarily in car parks. In London they built a bridge and it pays a contribution towards concessionary fare structure. By income I mean profit, something that hasn't been reached yet.

Yes but the council replaced all the parking machines very recently - where did the money for that come from? and why didn't they install pay on exit then? Surely the a pay on exit scheme would be less costly to operate as it wouldn't require 3 full time Parking Attendants on Site for each car park. (or at least that is my perception of the number of staff employed)

What about the big picture here?. The Council, have become short-term game players without vision or foresight. If pay on exit was introduced, it would attract more people to the town, thus increase the foot-fall. Increased foot-fall=prosperity, which in-turn would entice more retailers to the town = more business rates for the council ..... simple isn't it?

It seems reasonable for those who illegally park to finance the cost of attendants and those who use car parks to finance their upkeep and modernisation, rather than expecting those who park legally to finance those who don't, or those who walk into town to finance those who drive.

Can anyone remember why these car parks became pay and display in the first place.Pay on exit used to be in place at the car parks in Hertford and as far as I know this system worked

With the old system of the pay on exit with the man in his box there would have been no need for the wardens to patrol and no chance of fines for overstaying your ticket...........

Or residents & visitors to Hertford are seen as a method of gleaning money for the Council's coffers and nothing else. Yes! Indeedy! Stuff tourism! Down with creating a nice place to visit where you don't have to set an alarm to remind you to run back to the car! Boo-Hiss to encouraging people of/near Hertford to shop in Hertford instead of driving elsewhere with easier parking! Ya-Boo-Sucks to the commerical viability of the town and hooray for funding the lavish £100k+ tribunal/internal investigation/other debacle they didn't manage to keep secret last year. Are they trying to make up for the appalling mis-spending on that fiasco? People of Hertford, I ask you: do the Council seem a tad short-sighted to you too?
