You stopped on a yellow line and he started taking your details. If you had stayed he would have given you a ticket. You didn't stay and therefore didn't get a tickey. What's the problem? If someone had stopped on a yellow with the intention of staying the traffic warden taking the details would act as a deterant. I'm no fan of the traffic wardens when they overstep the mark but in the case you mention?

what i am trying to say is? why not let people park there for 30 min max. ie pop into bank chemist etc
