Port Hill private parking?

Walked along the Sidings Court ( Cattle pens) section of Port Hill this morning and I noticed a black jeep type vehicle with a note under one of it’s wipers saying ‘Please don’t park here. Private parking’. I don’t see any sings saying this is a private road. Or that there are any parking restrictions ( This was a few houses up from the undertakers and not the reserved spaces under the railway bridge.). I know some of the residence are a bit protective about the spaces putting out their bins and traffic cones to reserve them, but is this not part of the public high way? Or an I missing something here?

It's a Bengeo thang. There's a deliberately misleading sign in Molewood Road stating it's a "Private Road" and the the entire area of lower Bengeo is, apparently, a private drive exclusively for the use of residents.

As a legal user of the roads around Bengeo, I object to having my progress obstructed by illegal and inconsiderate parkers, which it is frequently. Nobody has a right to reserve any particular spot on a public road and this Jeep was, apparently, quite legally parked. I get a little fed up with people trying to claim what is not theirs. You want a private road, earn a few million and buy one. I promise I won't drive or park on it.[:D] The roads I've paid for, I'll use.

It always amazes me that folk buy property and expect people not to park or drive outside it. Provided the road is a public highway and someone's vehicle is taxed, insured and MOT'd, what's the problem?

That was just my thought James007. I have seen these bins & cones put out on many,many occasions and often thought what they think gives them the right to reserve themselves a space on a public road. I have certainly not seen any other residence of lower Bengeo, at least not on the town side of the of the Port Vale barrier doing the same.I wonder why some of these residence think they are a special case?

Then you are entirely wrong and do not understand the restrictions currently and previously in force.

Shunt, maybe you could point out where in Lower Bengeo you are accessing? Your original post may have been a little misleading in a way that may imply that you are driving through Bengeo rather than using the roads to access somewhere in said exclusion zone. Or were you merely attempting to spark a reaction? Just for your guide, the private parking brigade are in effect all around Bengeo.

I have business premises in the area between Beane Road and Bengeo Street. Except for a bridge weight restriction of 24 tonnes at the lower end and the "No Right Turn" at Cross Road, there is no restriction of access via any of the surrounding streets, except that illegally created by obstruction. I should, perhaps, tie this to the original post. The area where the Jeep was parked is also mixed business and residential use and yet also seems to be in danger of hi-jack by delusional residents attempting to close the road for their own use.

I know some of the residents around Sidings Court. There is a chiropractor business near the end where the road goes to Millmead School. They have a lot of problems getting blocked in by cars and the person who says "No parking" regularly cannot get his car out of his drive because someone has parked up, left it for hours and then the resident is trapped. ! Its about responsible parking, it isnt a "Bengeo Thing" port hill is NOT Bengeo, its about thinking where you park. I don't park over someones driveway nor would I double park... its about respecting each other. I think its a shame people feel compelled to have do something more drastic when commonsense doesn't seem to prevail...

I think you will find the parish boundry is the river Bene so technically it could be Bengeo though Bengeo Rural according to the councils doesn't start till you get to Chapmore End! Depends which boundry you go by. I know what you mean though it is not a Bengeo thing it is kmore about consideration for others which few people these days seems to have.

Hence there is no restriction of access. It does not say "Private householders car parking area only".

The East Herts Council and Hertfordshire County Council highways joint member panel did agree to remove them in October 2008 but it seems they have not done so yet. Hence there is no restriction of access. It does not say "Private householders car parking area only". [/quote] Thank you for pointing out what "Access Only" means although I was not asking for it. My question was "have they been removed", to which you have also replied albeit not as concisely as Freddie has. From your posts on previous issues I understand that you have business premises within the Bengeo area and are therefore totally within your right to use all the said roads for access. My original post was merely a request for you to make your reasons more clear for accessing Bengeo as I felt your initial postings on this topic would only add further fuel to the over discussed Bengeo Rat issue, of which this topic actually has nothing to do with.

Victor. The only relevence is the similarlity of a resident trying to claim public space for private use by attempting to establish an invented entitlement (in this case with a note falsely claiming private parking rights). I agree the Lower Bengeo question has been done to death and resulted in no improvement. I apologise for stating the b... obvious, but your post read as if the presence of the signs somehow restricted my right of access.

Yes it's misleading and provocative. It's actually part of the 'Hertfordshire Way'. Is it a Highways authority sign? And it has to be said that comments like "It's a Bengeo thang" or "The private parking brigade are in effect all around Bengeo" are also misleading and provocative.

Probably the work of the inhabitants of Molewood Pit trying to big themselves up. The road is on private land (was ours until sold to a French water company by the previous government. It was originally built for the Goldings Estate), but it has an historic public right of way over it.

You have obviously never had a notice glued to your car windscreen anonymously from a fictitious residents association such as my wife has for parking her car perfectly legally. To make matters worse her car was approx 10 yards from our back gate! I would suggest that the actions of the mysterious notice sticker are more provocative....................... I would also suggest that my post is not misleading considering there are 3 examples on this very topic.

I know the drive way by the chiropractor and I can fully appreciate the annoyance and frustration if this is blocked by a vehicle but the jeep I saw was parked much closer to the railway bridge, not blocking any access, and as far as I could see in a perfectly legitimate way.

No Traffic discovered that they can't remove the No Access legally. Having screwed the residents by forcing a closure on them (which they did not ask for), the councilors hoped that by dismissing closure and therefore the whole problem they could also remove the No Access. They were wrong. Mr Ruffles had not done all his homework (it was he who introduced the lights down at the library - by the way). So we are all stuck with a new Rat-Run through the whole of the suburb (The Avenue etc). P

My response to such a note, had I been the Jeep owner, would be to find the author and ask them, politely, to explain how they reached their conclusion of ownership of that particular spot. It's in my nature to be genuinely interested in the reply.
