EHDC Strike Again
There is a rather technical Public Notice from EHDC on page 88 of this week's Mercury ("Off-Street Parking Places Consolidation Order No 1 2010") that seems to strike another blow to Hertford as a tourist destination. After all the technical section/sub-section legal jargon there are three rather pertinent changes, namely:
1. introducing charges on Sundays and Bank Holidays in town centre car parks in Hertford and Bishop's Stortford;
2. introducing charges in Hartham Land and Common car park on Saturdays;
3. redesignating some car parks as mixed use.
No reasons are given in the public notice, but with regards to (1) and (2) can there be any reason apart from revenue generation?
Objections can be made by 26th March to Jeff Hughes, Head of Democratic and Legal Support Services, East Hertfordshire District Council, Council Offices, The Causeway, Bishop's Stortford, Herts, CM23 2EN

I haven't seen that article.
But..., Part 3: What does 'mixed use' mean? Rather ambiguous.

Well they probably need to make up the shortfall in the lost income from empty shop units, lack of people coming to the car parks in the week, as there are no shops to visit.
This is a typical EHDC response to a crisis - they are killing the town with ridiculous regulations and restrictions on parking/planning/change of use etc
When will someone wake up and smell the coffee - Hertford is on it's arse and this will not help it get back up [:(]

"Mixed use" is a commonly used term in planning. I suspect it is to reflect that some of the bays are to be used for car washing rather than as actual parking bays, if I remember correctly from a Mercury article.

And there is indeed quite alot of coffee to be smelt in Hertford these days too.

I have just received a letter from EHDC as an objector to the plans to charge at Hartham Lane and Hartham Common on Saturdays and Sundays.
As regards Saturdays it looks as if only six people objected. The letter says:
"Having received six objections to the Council's proposal to introduce Saturday charges in its Hartham Lane and Hartham Common car parks in Hertford, but insofar as Council's reasons for making this charge remain valid, the six objections are overruled and this element of the Order will be made."
As regards Sundays it says:
"That having received two petitions and a number of individual objections to the Council's proposal to introduce Sunday charge in its town centre car parks in Bishop's Stortford and Hertford, these objections are acceded to and this element of the Order will not be made."
"In respect to the (third) element above, the Council will give further consideration to this matter as part of a review of transportation and parking currently underway at district and county level, which will incorporate additional opportunities for public consultation."
