I noticed this morning (may have been there before though I had not noticed them) there are wires across The Avenue and Bengeo Street are they doing another count of vehicles that use The Avenue to go the the station and the 414 etc instead of Port Hill?

They've been there since last Wednesday, there's also a set on Duncombe Road, Byde Street and Beane Road I think.

And North Road between the hospital and the station. Looks like they've got all routes covered.

Last week they had temporary CCTV in Bengeo Street by the Avenue turning. There was also a many there with a clipboard who seemed to be counting traffic.

I the past I did work for HCC. Highways, based at that time in Goldings. Are the "cables", in my time they where a rubber pipe held down with "tarkmac tape" one or two and leading to a box chained to a lamp post? If so it's HCC do a survey. If it's one cable/pipe it's for number of traffic if it's two it's for speed. As for a man with a clipboard, well we use to sit in our cars, unless it was impossible to part safely and we use push counters to count the traffic. One for bike, one for motorbikes, one for cars, one for light vans - less than 7.5 tons, one for 7.tons, one for mid HGV and one for heavy HGV. Was a nightmare on major roads when it comes to clicking in rush hour. Of course I'm talking early/mid 90's when I worked for HCC Highways but they did "out source" to companies and there traffic counters had to use pen and paper.

It does worry me that the past few saturdays the traffic approaching cowbridge from Bengeo seems to be queuing up the hill throughout the day... Hope they manage to solve the traffic light sequence before Sainsburys actually opens!!

There is also a set (of two) on Bramfield Road, been there about a week or so. Don't think that would be affected by Sainsbury's traffic though.

quote:Traffic management for Sainsburys is an afterthought. True, they need to get as many cars in and out of their car park as quickly as possible to maximise footfall, but the real measure of how important they viewed this matter was the fact that when I visited the public consultation at the end of the last day the Sainsburys appointed traffic consultant I spoke to had not even bothered to walk the few hundred yards down to the location to see the junction, roads and traffic first hand.

They did the count about 3 years ago before they said "No right turn into Cross Road" in the mornings aiming towards the Bengeo Rat Run.. I am sorry to say I have no faith in these things, they just gather the figures and do nothing to make residents, motorists lives any easier.. I anticipate that I won't be able to drive anywhere once Sainsburys arrive..

There now seem to be temporary CCTV cameras pointing down Nelson Street and Cross Road.

yes, on every entrance/exit to the rat run. rumour has it they are ANPR cameras. technically, if you do not want access anywhere on that estate, you are contravening a no vehicles sign. but they will never be able to enforce anything. they are not to know if you are dropping off/picking up, or been to avenue shops, etc. another waste of money in my opinion. the people i really feel for is the mothers walking with prams/pushchairs along wellington/nelson street, the paths are always with commuters cars. i would walk up the middle of the road and hold 'em all up in true alf garnett style if i were them.

I believe taxi drivers - like yourself - will be able to give your license plate number to the police and have free access. P

If they are allowed to enforce the no right turn into Cross Road from Bengeo Street 7.30am to 9.30am with fines that will pay for the exercise as most mornings people seem to ignore the sign.

hi paul, i'm not sure that's the case, but worth a try. thanks for the tip. i do use the cut-through if i'm completely honest, after all i pay my road fund licence. i still think a yellow line up one side all the way up the rat-run may help the problem, with particular attention to the junctions of wellington/nelson st and wellington/byde st.

quote:I may be wrong on this, but I don't think the road fund draws income from vehicle excise duty (or "road tax" if you must). Using the "I pay my road tax" argument to claim moral superiority over the roads is unhelpful at best. Agree about the yellow lines though - definitely not the whole way up the hill but certainly required to enforce some common sense at junctions. Turning right out of Fanshawe Street is like taking your life in your own hands some mornings.

That would certainly speed the traffic up. How advisable that would be in a suburb with three schools is another consideration. Also seeing the resulting traffic continuously mounting the pavement to pass on the yellow lined area in Byde Street, is not comforting.

quote:Woah woah woah. 1. It's not called Road Fund Licence. It's Vehicle Excise Duty. It's a tax for taking a polluting vehicle onto a public highway. 2. This tax isn't ringfenced for road building and repair. The roads are paid for with all taxes; income tax , VAT, council tax etc and everybody has an equal right to use them whether they're a car user, cyclist or pedestrian. VED barely scratches the surface of how much it costs to repair and maintain roads. 3. You're a professional driver. All you have to do all day is drive a car and you can't even do that properly.

here we go. another "charlie bananas" character. who are you to say i cant drive properly? you know nothing about me. i love it when a bigot takes a post to extremes. defining the road fund licence, judging people, etc. the point i made, plank, was i should be able to use the roads as they were intended. like pedestrians,(who in this case can't use the PATHS due to plonkers blocking them with cars), cyclists, and so on. and as a professional driver, i drive corteously and respectfully at all times, after all, my living depends on it. i wont judge you, you have done that quite plainly yourself. that post has got "hair splitting twat" written all over it!

I think the point James may have been referring to was where you admit that you use the cut-through,when technically you shouldn't. But if you are picking up or dropping off people in this area then that is fine.

then he should make his point clearly, shouldn't he?

quote:If there is a sign that restricts your access and you ignore it then surely it is not much difference, in principle, to ignoring signs that say that a road is one way only. I guess though the restriction may be difficult to enforce but perhaps there may be a degree of reliance onn the drivers to accept that the signs are there for a reason and that they have the integrity to observe them. With respect to enforcement, if the cameras are set up to record registration numbers of vehicles entering and leaving the rat run then they will also register the time the vehicle passed. So I guess it would be difficult to argue that you stopped for any reason, particularly if you try to say that you went to the shops on the avenue.

quote:You're the one not making yourself clear. On the one hand, you're the road warrior defending the rights of pedestrians and cyclists. On the other, you think you've got more rights than these users including making an illegal right turn because you still think you pay a tax that was abolished in 1937. What exactly do you mean by the above quote?

illegal right turn??? think you've got that wrong pal. i have never turned right illegally into cross road, nor given any indication that i have. the point i made referred to using the cut through, not turning right. if i have had a fare to say, the white lion pub from hertford north, i have gone up through the rat-run, on my customers instruction. technically, as i have had no access to lower bengeo, or the molewood estate, i have contravened a no vehicles sign, along with hundreds of others. guilty on 300 plus counts!! my original point stated that in MY opinion, it would be impossible to enforce this, as out of camera-shot, or police vision, there is no evidence that i didnt access the estate. it takes a few seconds to drop off a passenger, which many a time i have, en route to maybe bengeo street. unless you are seen by a police officer, or tracked on a camera throughout the journey, how will anyone be able to prove otherwise? maybe im being too honest here, but i bet i speak for hundreds of others. im not saying i'm right in doing this, far from it. but i have done this many times.

Illegal right turn? Not me, I was contravening a no motor vehicles sign. If you're really concerned about the welfare of cyclists and pedestrians, stop doing this. Because other people do it, it doesn't give you the right to do it either. You've still avoided my point about "road fund licence" which I'm still assuming is how you justify breaking the law. Oh, and there's a shift key on your keyboard. Find out what it does.

quote:I can see your point, that a fare paying customer leaving Hertford North would probably not be happy paying extra and having a longer journey and to sit in traffic on St Andrew Street when the rat run is accessible. However, like it or not, the traffic restrictions are there for a reason, to limit the traffic through the roads between Bengeo Street and Beane Road and it is for the safety of those who live there. Ignoring the restrictions just because you can soesn't make it right. Granted, it's hardly the biggest sin in the world but it still isn't right.
