Not enough free parking in Hertford
The next person that tries to claim lack of parking in the town center is killing trade will feel my wrath. And that's something you don't want to feel.

I suspect James means piles of rubbish bags don't help visitors impression.
There was a similar pile near the Tourist Information Office this morning with an old liner from a back of a car that people were having to walk round.
