At the moment they have put an application for changing the licensing, however many people have sent objections (including myself) as I live right next to it, and opening hours proposed are absolutely unacceptable. I will attending the hearing in order to discuss this matter.

It might be a shame for some people, but not so much for those who live next door, both Bluecoates and South street. I have been invited by the owner last Thursday in order to discuss the issues, with other people involved in the objection and I am not too sure everything has been worked out correctly. The hearing on the 13th.

Am I being a bit naive, but why is a jungle themed bar long overdue? I'm not sure how a lion or a gorilla is going to add to the ambience. Bring back Aqua, give us another decent eating place.

It's good to see new members taking such an interest in the debate - if I were a cynic I'd think they'd have a vested interest in the business. Firstly the bar is not in the town centre but near to residential property, secondly dissing the other local pubs is no way to get your licence and lastly the hours are the critical issue here - it always used to be a pub that closed at 11 and I'm assuming you're going for extended hours? How many people is the premises due to hold as there doesn't appear to be too many fire exits and other local venues have been forced to close or reduce their numbers due to this issue?

If your criteria for something being in the town centre equates to it not being near residential housing then there is no town centre. As there are residential flats all along fore street not to mention parliament square and railway street.

I happen to know quizme personally. I can assure you he has neither the entrepreneurial gumption nor the financial fortitude to set up a business, animal themed or otherwise. In any case, however, I find your suspicion of a new bloggers positivity quite perplexing. As I am sure you will have checked by now I myself am also new to the forum. How many negative/neutral posts do I need to make before I am allowed to post something positive about a business in Hertford without having my integrity scrutinized??

If I had posted a glowing, positive review about said new bar once it had opened then I could understand the suspicion. Don't see what value someone would get from feining excitement, in a forum, under a false identity, before it's even opened.

I think Golden has pretty much summed up my points! Even though I live in the town centre, I think we should be allowed to sleep in peace and not be waken up by drunken people fighting at 3am. The hours proposed by the bar are unacceptable as they stand, and they have been objected already. Furthermore, it appears that the max. capacity is 100 people, and therefore the fire exists in the premises as it stands is way too small and it also opens directly into South street, so I can already think few people will get run over...I personally think Hertford has way too many clubs/pubs already, only time will tell on how this new business will perform.

Out of interest, what are the proposed opening hours? And before The restaurants that occupied that building, wasn't there a bar before that called the Sportsman? I can understand that if the venue has loud music it's going to be disturbing, however with the kebab shop over the road don't think it's fair to say it would cause extra problems with people fighting. It's the one of the last buildings on a road in the town centre that already has a number of late night bars.

It was previously The Sportsman but was closed after passing into the hands of the owners of Bollywoods who lost their license to sell alcohol on the premises after selling such to underage drinkers.

I believe the town centre is much more friendly and social place than it was back in the dark days of 2004/5 when the Mercury once reported rivers of blood flowing out from Baroosh, mobs running rampant through the streets smashing windows and ploughing up pavement slabs. A sort of heavy gilding of the lillies here. A complaint was made at the time. Hertford has and will continue to attract a larger influx of people to the night time economy. The town centre is replete with bars, pubs, eateries, and take aways which makes it attractive to visitors but also carousing drunks, colonies of rats and exploding electricity sub stations A lot has been done since then most notably the introduction of Pubwatch and Behave or Be Banned scheme, Taxi Marshalling, shut down of hot food establishments and the Licensing Act. Can't be precise about the five main clauses but the one that seems to concern you here is consideration towards the immediate neighbourhood. This would mean that the exit of customers needs to be monitored and the establishment is responsible for any anti social activity in and around its close area. As I discovered way back in 2002 you cannot object to an application on the grounds of what might happen so the situation is usually closely monitored by police, Council Licensing Officials and if possible an ASBO diary maintained by local residents who note down excess noise etc. I am sure there is a camera on the wall of the new bar in South Street and also opposite the bus station so it is quite easy to monitor activity in this area as images go back to CCTV control who are in turn linked to police control centres and other town centre establishments. I am a a little out of touch with the town but I would think that any new application for a liquor licence or where the premises are being taken over would only be approved providing that the holder of the Personal License attends regular Pubwatch meetings and that the premises has a Town Watch radio. Non attendance at the first could result in the premises being re-assessed. These used to be standard conditions and should also be discussed when the application is reviewed. Do not take all this as gospel as I have been out of circulation for some time but the police and Licensing do take things seriously and unfortunately the singing, shouting and occasional fisticuffs is a natural by product of a thriving town centre economy.

The Hertford club or Barge changing hands and applying for a 3am licence would cause uproar but they are located no further from the town centre than South St. - I just believe that the licensing process should have some responsibility towards the local residents. I've no axe to grind with the particular establishment but I don't think its a suitable location for a late night bar. If you want a jungle theme there are a few bars a bit further down Fore St where animals 'display' quite frequently on a weekend!

Apologies if this sounds rambling. For reasons of political boundaries and policing South Street and The Hertford Club are in Castle Ward. For reasons unknown to me (but possibly the River Lea) the Barge and Folly Island are in Bengeo Ward. The community policing is done by those political wards, different PC's and PCSO's allocated. Therefore the Jungle Bar would be town centre. The town centre could be defined by the River Lea, South Street, North Road and Gascoyne Way but as Ware Road is a major footfall route into town it is often considered as town centre. I have mentioned to quite a few people that it is quite surprising exactly how many people actually live in the town centre. So I agree that a lot of consideration should be given to those people when looking at entertainment licenses. Most establishments have a 'do not disturb local residents' sign as you leave. Don't know who takes notice of this but it is usually a requirement of their license. The idea of Taxi Marshalling was to get as many people out of the town as quickly, safely and quietly as possibly without the jostling that went on around the late night burger bars which led to fights when everyone was looking for a cab. The new Jungle Bar is almost at the taxi rank tip and when Taxi Marshalling was introduced all pubs had signs telling customers to head for Fore Street. The new bar has no excuse for not getting its customers away from town as quietly as posisble. Back in 2001 (not 2002) certain interested people objected to the new 2.00am license application from the Stonehouse. It was approved and as a local resident and involved heavily in the town I was interested to see what happened. The then manager invited me to sit in the bar until the early hours and watch his customers leaving - to my surprise most exited stage right to the town centre to look for a cab, a burger or to melt into the night. Few turned left towards Folly Island. The town centre as above will always be the centre of the known universe. The licensing laws were changed to make application for late night events, Christmas Eve. New Years Eve, weddings etc much easier. Not many local publicans actually wanted to stay open all night but the opportunity was there. Running a venue is different such as the Stonehouse now and a few others. Don't know where the Jungle Bar fits in all this. There has always been a licensed premises on this site As I have said somewhere else I have asked the question 'if all other things are equal what is there to stop anyone opening another bar'. The answer from East Herts was nothing. It just requires more resources from the police community team and Licensing Dept towards monitoring and control.

Sorry John but I still don't understand why political boundaries would make an area 'town centre' irrespective of community policing arrangements - community policing is more of a day time responsibility anyway and it wouldn't be responsible for weekend nighttime policing. So the question remains valid in my opinion as the barge/Hertford club are nearer to the centre (Parliament Sq?) than South St. so when the time comes for them to apply for 3am licensing will you be accepting this as easily? Secondly the ware rd as a major footfall into town is not disputed however to state that this is a reason why it should be considered town centre is completely bizarre - if this was the case then every other major route into the town should be included as town centre. I can see the argument about the taxi rank but this can always be moved - to be honest although its helped in some respects its also seen its fair share of fights. My point on this discussion is that we should be avoiding the creep of late night licenses out of the town centre and although this is only a few yards outside in my opinion it should be resisted.

Golden - I am not in dispute with you at all. In all my years involved in this town I have come accross much that is bizarre. Just trying to explain things and if possible give the original posters to this thread some indication of a way forward. I doubt if either the Hertford Club or the Barge would be looking to extend their hours to 3.00am at any time in the future. I'm seeing a lot of these blue applications around town but that doesn't mean I agree. I doubt if many others do either but you have to fight everything on its merits and I've done quite a bit of that also. There is no master plan for Hertford; things are approved because there is no valid reason not to. Unless there is a sudden upsurge of popular opinion expressed to Council and to the Police there is not going to be any respite in the number of places where you can obtain a drink, at any hour of the day. A few people did try and promote the idea of a Town Centre Residents Group to address the sort of problems you mention but it never got off the ground. Perhaps the time has come to try again.

I think its only the late night licence that's been refused as the police withdrew objections once the opening hours were reduced. Although I didn't support the late opening I will be visiting as I do like live music - I just don't think its a good place for a late night venue! Also good to hear that Bengeo is not affected as proven by a single sound check in nicely controlled conditions - thanks for that but surely that should be up to the local residents to judge when the inevitable fresh application comes in a few months time!

So they can open as normal pub,with opening hours until 11.30pm? I am also not entirely sure if they can play music, as one of the application request was live music performance. Do you know when they are likely to open (if they are going to)?

I believe the licensing laws for music performances were relaxed a few years back and you don't need a licence for less than 200 people - I'd be surprised if they can cater for more than this number at the venue. As for everything else my only source was the Mercury story; I believe they have a facebook/web presence though.

It was around last night however there wasn't much information on the page - digging around this morning I've found the agenda of the licensing sub-committee that heard the application but once again there's little information on the opening hours for the bar! The clue is given in the summary of procedure on the agenda where it states the purpose of the sub-committee as "The Licensing Act 2003 allows and permits longer Licensing hours if the application promotes the four licensing objectives." The Jungle Bar has submitted a new premises licence. The application seeks to provide licensable activities in the form of sale of alcohol and recorded music between the hours: - Sunday and MOndays 9am-11pm -Tuesday and Wednesday 9am-11.30pm -Thursday 9am-12am -Friday and Saturdays 9am- 1am. I still don't think the new proposed hours are good enough..

I like the sound of the 'jungle bar' although I'm not really sure what the concept is, but I've heard that they want to appeal to grown-ups and have an emphasis on music. I think that Hertford would benefit from a pub that caters for music fans in the 30+ age group, despite what the NIMBYs think. Anyone know what's happening with the licence?

As a 30+ aged music fan I can honestly say the main thing missing in my life is a music-centric bar with a jungle theme. Every time I go to any bars I find myself disappointed by the lack of any stuffed gorillas or plastic liana vines.

Personally, I think that the whole 'Night Time' culture has got completely out of hand as far as closing times go, not just nightclubs but ALSO PUBS. which of course, this place actually is. I can understand applying for a licence under special reasons but the last time I walked through Hertford at 2.00am on a Saturday morning was to (try to) get a taxi, last year. It was like watching a movie as two groups of men and women were fighting it out in Fore Street. I would love it if we returned to 'time called' in pubs at 11.00pm, with the old bell ringing, knowing that 11.20pm was time to leave and go home. Live in hope.

Of course people have the right to complain about things but there has been a pub on the corner by Bluecoats as long as I can remember so it's not as if people living there thought they were moving somewhere peaceful! More to the point, it's my understanding that the Jungle Bar is aimed at a fairly grown-up crowd in the evenings and involves live music, which, ironically, is often a lot quieter than the recorded variety. It also attracts a much more considerate crowd as has been demonstrated by all my live events in the town over the years. I also heard that the venue is planning to host kids' parties and so on in the daytimes, which hardly sounds like it's going to be some kind of cave of debauchery (shame). I hope the people concerned will give Sue a chance to prove that her bar won't upset anyone rather than close her down on the assumption that it will. Frankly, if you choose to live in the town centre you have to accept that there'll be people out late at night. I live in Church Street and, yes, occasionally I get annoyed by shouty drunk people but they're never as loud as All Saints Church bells and usually more musical.

My thoughts exactly Kev, at least give the place a chance to prove itself first. There's been way too much room for speculation on the concept of this place and I think that's probably not helped matters. However, I think it's unfair to move to a town centre location; right next to a previously licensed premises and then object to it getting a licence, particularly when the objections aren't based on facts, only on assumptions. As a result of these objections, for over 2 months now 10 people have been waiting to start their jobs. I say give them a chance to prove themselves, after all trust has to be earned.

I agree. It's very easy for people to forget that the business they're opposing will be creating much-needed jobs. And I feel for the people left hanging around hoping for promised employment that's being denied them by others who are only concerned about the possibility that they might have to to turn the telly up a bit.

I 100% agree with James007's sentiments. A few years ago when my pre-teenage kids were starting to talk about alcohol as if it was something to aspire too I deliberately walked them through town at about 10.30pm one Friday night. By the time we were half done they were both petrified and asking to go home. I only had to point out to them that all what they witnessed was fueled by alcohol and they soon changed their opinions and so far it's kept them on the straight and narrow [:)]

I think it's important to mention that there is a very big difference between a place such as the Jungle Bar, which aims to present live music and sell alcohol as part of that, and one that simply pushes drinking for drinking's sake. The distinction might not be obvious to everyone but in my experience it makes a very big difference. I think it's unfair to assume that the Jungle Bar is part of the 'binge drinking' thing. I think they're the opposite. It's understandable that people make assumptions - but that doesn't make them right. It's perfectly possible for a late-night bar to co-exist happily with its neighbours when the ethos of the place attracts people who are reasonably considerate. I've had lots of experience with this and it works. You just have to be nice.

Times change. The town's successful evening economy is a bulwark against the decline in retail that is seen up and down the country, due to the perfect storm of recession and the web. We are living through some of the most dramatic societal changes since the industrial revolution and there are bound to be growing pains. You can't turn the clock back. Adapt or ...

I bit like taking your kids to a car crash and saying that's what happens if you learn to drive. I admire your practical approach to responsible parenting but I think it's wrong to suggest that everyone who likes a drink comes to a sticky end.

I appreciate that things change and the clocks cant turn back, that's why we all get older and sometimes wiser, and opinions change. Maybe it's just my grumpy old man thing coming to the fore (street[:p]) but I didn't like what I saw on that particular night. Saying that, I remember The White Hart and The Warehouse being a nightmare back in the 80s before 'time' had even been called at 11pm. I wish The Jungle Bar all the success it suggests and will give it a visit.

I'm behind the concept and would love to see another pub with live music at the weekends, I will certainly visit if it opens. My only objection is location given the hours they want to open, what are people going to do after 12 as I really can't imagine too many bands wanting to play that late? So is it going to become another pseudo night club like HHH or the Saloon, or is it just going to be another pub open late? The former may well work if pitched at the right age group but there's plenty of the latter and they're generally pretty empty after 10pm.

I will be providing recorded music for Jungle Bar. I have been given a brief on the concept and on the clientele they want to target, which is predominantly an older crowd. Their intention is to have live music only on certain nights and until no later than 11pm. Recorded music (i.e DJ) will go on slightly later until 00:00/00:30 but levels will be preset to an acceptable level, after all it's not a club. A venue that size doesn't need music played loud at all and having done several soundcheck's for myself and a live band (using a decibel meter) I can confidently say there will be no bleed of sound, it is suitably sound-proofed. The assumed noise by Patrons entering and leaving the premises can be successfully managed too, as it is elsewhere in Hertford. The comments and concerns of the neighbours can be considered when drafting a door policy. In some cases door staff work with the floor/bar staff to ensure Patrons enter and leave the premises in groups of 10 (or less) at a time. This is aimed to prevent crowds of people hanging around in the street after hours and I have played in many venues that practice this and are managing very successfully. The folks at Jungle Bar are considerate, friendly people who are mindful of their neighbours concerns and they deserve to be given the chance to prove that.

As a gigging musician myself, I’d just like to say that fans of live music cherish good live venues, and realise the careful diplomacy that is needed with local residents for it to continue. No GENUINE music fan would do anything to jeopardise a place where they can watch a variety of acts, especially on their doorstep. People who enjoy listening to live music in bars don’t simply think “the louder the better” either. And most crucially in my wide experience of playing and attending gigs, music fans AREN’T usally the ones having punch-ups, screaming expletives, drinking at the bar since the pub opened up, bothering other customers and making a complete nuisance of themselves. I detest these people as much as anybody, as they have no consideration for a venue’s management, reputation, staff and other customers; - merely themselves. And they manage to put a healthy chunk of the population off from attending live music, and more crucially, the pubs/bars/clubs/venues themselves. A wise manager weeds these people out at source, with the notable exception of those places that seem purely design to get as many people as possible, as intoxicated as cheaply as possible. THESE are usually the places we witness on those countess “police-town-centre” tv programmes, which is enough to put anybody normal person from venturing out. At the other end of the spectrum, a venue like The Horns in Watford shows what can be done with a music themed bar. Just a short walk from the madness of Watford Town Centre and with virtually no parking, this place still manages to feature music several days a week with NO trouble, huge crowds, a variety of musical styles and an all-age, mixed genre audience. Virtually every person is there to hear the band or act. No drugged-up psychos, no boozed-up lads on the pull, no idiots looking for a fight – just people who enjoy listening to music. As I said at the start, no sane music fan would go out of their way to infuriate or annoy local residents with anti-social behaviour or by having no consideration for the surrounding community. Good music venues are like gold dust to us musicians, and the people who come to listen. A live music-themed bar is especially exciting, as well as the uses it could serve during the day – things the council and grants (used) to be doing. Although I think it’s important not to lose site of everybody’s concerns, I felt I had to point out that music fans don’t tend to be the drunks, druggies, vandals, louts and troublemakers. Anyway, I hope this can be resolved in a way that satisfies both sides.

I was really looking forward to trying this place with the promise of a more relaxed, friendly crowd... On first impressions: Bar is nice, decor different, staff friendly. Tatanka the band were great - lead singer v good. The bad side: The clientele were not what i was expecting. From receiving abuse in the toilets from a less than discerning customer to the intimidating groups and cliquey atmosphere, and the collar up - little bit too wasted guys.... Very disappointed and probably won't be returning. Still on the hunt for a relaxed evening venue for the late 20's/30's crowd. :-/

Firstly thank you for the band compliment, I am sorry to read you had a not so nice first time visit, we try to create the space and vibe for everyone to have a great night, but there will always be the odd individual that has other ideas, please report unruly behaviour to a member of staff, where it WILL be dealt with, our aim is to provide a fun, welcoming and safe place to all that visit.
