No doubt the council paid a consultancy an exorbitant fee to recommend the use of traffic wardens.

This comes as no surprise to me.
Originally the car parks in ware and also Baker Street in Hertford were free.
Then Pay and Display was introduced and (if I recall correctly) it was designed as a measure to allow short stay parking in the town and stop all the car parks becoming clogged up with long stay users.
(the prices were reasonably low at that time)
Now the council has outsourced parking wardens to a private company, we are being asked to pay a fee which presumably covers all the overheads involved in policing the parking, plus a nice profit margin for the private company. Then there are the fines which presumably go into the private companies profits too.

I'm having a bit of thick moment.
Can someome explain to me what has happened and what the council lied about.
If I'm going to write a letter to The Mercury about it I want to make sure I'm fireproof [;)]
